The Constitutional Week begun on Saturday, 28 May 2016 and will last till 4 June 2016.
The dates chosen for the event are not incidental. On the 28 May 1986 the newly established Constitutional Tribunal delivered the first decision indicating that the activity of the PRL authorities had been against the law. The applicant turned to CT to recognize the regulation of the Council of Ministers of 16 September 1985 on the rules of letting the land on perpetual usufruct and sale of national property as incompatible with the PRL Constitution. In their decision, the Tribunal stated against the position of the Council of Ministers that the contested provisions disregard the Constitution and the Act on the land management and expropriation. On the motion of the Council of Ministers, who applied for a retrial of the case in full panel, CT on 5 November 1986 confirmed the unconstitutionality of the contested provisions. And on 4 June 1989 the first partially free elections after the WWII were carried out and as a result the first non-communist government of Tadeusz Mazowiecki was elected.
The goal for the Constitutional Week held under the auspices of the Polish Ombudsman, dr. Adam Bodnar is to draw the attention of high school students to the practical dimension of the applicability of the Constitution and the activity of the Constitutional Tribunal.
We truly believe that owing to this action the students will see that the Constitution is not an abstract act of law and that there is a direct link between the Constitution and activity of the Constitutional Tribunal and the everyday life of a citizen and their important matters, and also that they will become aware and active citizens.
We are eager to support all initiatives of that kind aimed at developing aware civil society. That is why we conducted lessons on the constitutional law in one of the Krakow high schools, XI Liceum Ogólnokształcące im. Marii Dąbrowskiej in cooperation with the Professor Zbigniew Hołda Association. Natalia Jurzyk, a legal trainee ran the lesson on 30 May 2016, Magdalena Maciejewska, a legal trainee – on 1 June 2016 and Piotr Kolasa, a legal trainee – on 2 June 2016.
